The European Commission is about to present a “targeted” reform of the bloc’s power market — even if the mad political drive to rejig how electricity is priced during last year’s emergency has subsided.That means the proposals being put forward by the Commission on Tuesday are more limited — not the revolution advocated by some countries like France and Spain, but also more than market conservatives like Germany and the Netherlands wanted — according to drafts seen by POLITICO.But even as the pressure to overhaul the market has faded, it’s been replaced by a fresh effort to build enough political traction to get the proposal through the EU’s legislative process before next year’s European election.“Last year, politicians essentially wanted to take over electricity market designs and thought they knew what outcomes they wanted — they wanted to repair the market with a hammer,” said Georg Zachmann, senior fellow at the Bruegel think tank. “At the same tim...

Rain and snow began to move across Massachusetts Monday evening as communities across the state complete final preparations for an expected daylong nor’easter ramping up overnight. Snow is expected to gradually replace rain overnight, pushing from west to east to communities around Worcester by 6 a.m. Tuesday. WASHINGTON (AP) — Former U.S. Rep. Pat Schroeder, a pioneer for women’s and family rights in Congress, died Monday night. She was 82.Schroeder’s former press secretary, Andrea Camp, said Schroeder suffered a stroke recently and died at a hospital in Florida, the state where she had been residing.Schroeder took on the powerful elite with her rapier wit and antics for 24 years, shaking up stodgy government institutions by forcing them to acknowledge that women had a role in government.Her unorthodox methods cost her important committee posts, but Schroeder said she wasn’t willing to join what she called “the good old boys’ club″ just to score political points. Woman struck by vehicle in Etobicoke, serious injuries

Toronto police say a woman struck by a vehicle in Etobicoke on Monday night has been rushed to hospital with serious injuries. Her injuries were initially reported as life-threatening, but in an update police said she is now expected to survive.It happened just before 9 p.m. at Humberwood and Rexdale boulevards.Police briefly closed the westbound lanes of Rexdale Blvd., at Humberwood. All lanes have since reopened. A vehicle at the scene had a smashed front windshield. It’s not clear if any charges are pending. More to come

APD arrest man wanted in connection with series of cellphone store robberies

AUSTIN (KXAN) -- The Austin Police Department Robbery Unit arrested a man wanted in connection to several cell phone store robberies in the Austin area, according to an APD news release.The man was identified as Gregory Sterling, 50, according to police.At approximately 6:25 p.m., Jan. 30, Sterling walked into Cricket Wireless and acted like a customer. Then, he pulled a handgun and forced a woman employee to the ground, the release said. Sterling stood over the woman and pressed the gun to her head while using her key to unlock the cash registers.
